At CityLink it is our commitment and goal to build bridges (spiritually, mentally, emotionally, and physically) in the lives of the people of our community so that they can find and fulfill their true destiny and purpose. At CityLink, the local outreach department of Water of Life Community Church, is where CARING comes to meet the communities poor and needy.

Victor Arias

Associate Pastor & Director of Local Outreach

Victor Arias is the Director and Pastor of the Local Outreach department at Water of Life Community Church, CityLink. He ensures that ministries, activities, and programs are provided with compassion, dignity, empowerment, and wisdom. A mission to link the city to our church. Victor received his bachelor’s degree in biblical and pastoral leadership from Life Pacific University.

Omar Cervantes

Food Warehouse & Thrift Store Ministry Leader

Omar Cervantes supervises the Food Warehouse & Thrift Store at Citylink and has worked in ministry for 5 years. Omar is in charge of managing all the donations that come in to Citylink and distributing said donations back to the community. His passion is to see lives transformed by the tangible demonstration of God’s love.

Mike Allen

Warehouse Specialist

Mike Allen has been on staff since 2016. He is responsible for managing components of Food Safety and Quality. He provides knowledge of warehouse health and safety procedures.

Zamayra Rosales

Sr. Administrative Coordinator

BIo

Zamayra Rosales currently serves at CityLink by managing administration support, planning direct ministry program activities, and coordinating local outreach events. Her passion is to break mental health stigma, love the broken hearted, and serve the underserved all through the love of Jesus. She earned her bachelor’s degree in psychology from Azusa Pacific University.

Carla McFarland

Front Desk Receptionist

Carla McFarland provides administrative and clerical support for CityLink. She also extends a welcoming and hospitable environment for the unsheltered in the community. She has served in the Local Outreach Department for over 12 years.

Ivette Luna

Volunteer Coordinator

BIo

Ivette Luna is the Volunteer Coordinator at CityLink. She is responsible for developing and maintaining positive relationships with volunteers. She is passionate about empowering her community, and sharing the love of Jesus with our guest. Ivette has been attending Water of Life since 2014, and has been serving in ministry for over 15 years.

Mike Morrison

Custodial Support

BIo

Mike Morrison has been on staff at Water of Life since 2020. He serves as the Citylink custodian and considers it an honor to provide a clean and safe space for the community. Mike is a U.S. Army veteran who is passionate about the things of God. He is also a licensed minister and has served in various capacities of ministry overseas alongside his wife JoAnne.

Geovanni Quiroz

Grant Manager

BIo

Geovanni Quiroz manages the grants at CityLink and oversees the staff, budget, and activities that provide rental assistance, utility assistance, street outreach and emergency shelter for the community of Fontana. He ensures that activities and expenditures comply with program standards and that services are provided with wisdom and compassion. Geovanni earned his master’s degree in theology from Fuller Seminary and received his bachelor’s degree in religion and pastoral leadership from Vanguard University.

Lois Levitt

Case Manager Specialist

BIo

Lois Levitt provides short-term rent and utility assistance to people experiencing homelessness, also worked in providing homelessness prevention programs. She has been servicing a very diverse population, which includes but not limited to Intellectual Disability, At Risk of Homelessness, Rapid Re-Housing, and mental health families and individuals for over 30 years. She completed her education at Bradford School of Business in Pittsburgh Pennsylvania.

Ruth Humphrey

Case Manager Specialist

BIo

Ruth Humphrey has over 7 years of experience in Homeless Prevention and Rapid- Rehousing programs. She works strongly with community based programs, outreaches, and State Government to provide basic needs to the residents of Fontana. She strongly believes in the African American proverb “Each one teach one”. With her strong spiritual background she believes it helps provide her with the compassion and empathy that is needed to be able to assist the community that she works with.

Grace Marañon

Case Manager Technician

Grace Marañon is a Case Manager Technician for rental and utility assistance at CityLink. Grace has been serving in different ministries for over 10 years. She has a Bachelor’s Degree in Criminology and Justice.

Bianca Pescina-Bustos

Street Outreach Specialist

BIo

Bianca Bustos serves and builds relationships with the unsheltered by providing resources and assisting them in becoming document ready. Bianca has been serving in ministry since August 2021 and is now serving in the Fontana Police Department as a chaplain! Her passions include Jesus, Jesus dates, writing, music, exercising, finding bookstores, and being outside.

Talia Hernandez

Community Assistance Program Coordinator

Talia Hernandez is the Community Assistance Program (CAP) Coordinator. In this position she is able to assist the local community in need in gaining access to the resources provided by both CityLink, and the city of Fontana. She has been a member of Water of Life Community Church since 2015, and thoroughly enjoys being able to serve the same community that has ministered to her for nearly ten years.
